Enforces AMP style sheet restrictions:

• Limits style sheet size to 50 Kb
• Warns/removes !important modifiers
• Warns/removes banned declarations (behavior, -moz-binding)
• Warns/removes reserved selectors (.-amp-*, i-amp-*)
